本學程於114年11月12日，邀請任教於國立臺灣大學國家發展研究所的歐盟莫內講座教授葉國俊博士蒞臨演講。演講主題為“Global Supply Chain Restructuring and the Responses from Taiwan’s Semiconductors during 2018-2024.” 葉教授針對臺灣半導體產業 (主要是台積電) 近年來在國內政策 (例如新南向政策)，兩岸關係，以及國際政經情勢 (如歐盟的碳邊境措施、供應鏈重組、川普對等關稅) 的等重大因素的影響下的發展歷程，提出科學化的觀察與分析，並就台灣半導體產業的未來展望提出預測與建言。

On November 12, 2025, we invited Dr. Kuo-Chun Yeh, EU’s Jean Monnet Chair Professor at the Graduate Institute of National Development, National Taiwan University, to deliver a lecture. The topic was “Global Supply Chain Restructuring and the Responses from Taiwan’s Semiconductors during 2018–2024.”

Professor Yeh provided a scientific analysis of the development trajectory of Taiwan’s semiconductor industry (mainly TSMC) in recent years, examining how it has been shaped by key factors such as domestic policies (e.g., the New Southbound Policy), cross-strait relations, and international political and economic dynamics (such as the EU’s Carbon Border Adjustment Mechanism, global supply chain restructuring, and Trump-era reciprocal tariffs). He also offered forecasts and recommendations for the future prospects of Taiwan’s semiconductor industry.
